EDUCATION:

GED Assistance:

A GED program will be operated in non-traditional evening hours in Jackson County to enable people without high school diplomas to achieve a GED to enable them to better compete for employment. Program also has a nutritional component and provides a home cooked meal to participants. Interested persons should contact Pat Bennett at 586-2345.

HEALTH AND NUTRITION:

Operation Nutrition:

In Haywood County in the 08/09 School year, 1699 children could not afford to pay for school lunches for a total cost of $45,850. Operation Nutrition will provide resources to serve 1700 children lunch and/or breakfast who cannot qualify for free and reduced lunch. To qualify contact Bill Nassis at bnassis@mountainprojects.org and 452-1447 ext. 113.

Veggie Break:

The Veggie Break Program will provide vouchers for 100 families and seniors for ten weeks in the summer of 2010 at $15 weekly voucher to purchases local produce from farmers.
Program will be developed in the Spring of 2010.

Saturday Lunch Box:

Saturday Lunch Box would provide shelf stable meals to senior citizens in need. The meal would be sent home on Friday as the participants leave the Congregate Nutrition Site. The meal would also include a cartoon of milk.

Manna Food Bank:

With increase in the demand for food, support will be given to Manna Food Bank to continue to provide support to Food Banks in Jackson and Haywood Counties. Total projected meals to be provided to families – 12,500
Food will be distributed to local food pantries in Haywood and Jackson Counties.

Good Samaritan Clinic:

To assist with the operating cost of the clinic, clients are asked for a $10 donation. Naturally many cannot contribute. A voucher in the amount of $10 will be provided to those who cannot afford to contribute to assure they are encouraged to seek medical attention when needed.

STAFFING:

American Recovery Coordinator and Coach:

This position would be a combination of direct assistance to families and seniors affected by the downturn in the economy to help them understand where services and resources can be obtained. The human service system can be challenging especially for those who have never accessed services and who are in distress with job and income losses. The Coach would also monitor all programs within this application to assure expenditure accountability. The Agency staff will assist the Coordinator in tracking unmet needs for additional grant requests to assist residents.

EMERGENGY ASSISTANCE AND HOUSING:

Safe at Home/Emergency Assistance:

Funds will stabilize families, seniors and veterans facing becoming homeless, being without heat, food, and utilities and other basic necessities.

Initial Allocation:
Haywood - $39,207
Jackson - $26,138
(Breakdown is based on population.)

Priority will be given to meet emergency, one time needs where no other options may be available. Very limited amounts will be used per household and determined by the need of the family and the stabilization needed. Priority will be given to situations that is life threatening.

Jackson Neighbors in Need Warming Shelter/Hotel Voucher Program:

Funds will support Jackson Neighbors in Need to assure all residents in the county have access, in the cold winter months, to a heated environment. Motel/Hotel vouchers will be provided with funds until demand warrants a shelter opening at which time the funds will follow the need by transferring to support the shelter in areas of operational costs, food, and security.
Program will be administered in partnership with Jackson Neighbors in Need Committee, program guidelines are under development.

On-Track Financial Counseling:

Support will be given for financial planning and foreclosure preventions services to be provided by regional non-profit.

OTHER:

Volunteer Program Mileage reimbursement:

In this economic downturn, our counties are reducing employees including teachers and an array of other jobs. Volunteers will be vital to fill the gap as we seek to continue services.

In Haywood and Jackson Counties, we are blessed to have above average of retirees with excellent abilities. Many are limited in their abilities to perform and participate in volunteer roles because of increased costs relating to travel and cost of living. Mileage Assistance vouchers will be provided to the volunteers to assure continued and expand service to local non-profits and human service agencies through the Retired and Senior Volunteer Program and the Foster Grandparent Program.

ADMINISTRATIVE SUPPORT


Funds will be utilized to make up the short fall of 4% with the limitation in ARRA Admin. Cap. As a non-profit, that is required to be consistent and charge the same to all programs. We do not have adequate supplemental funds to make up the short fall.
