Statement on Services Provided
And Funds Received from the American Recovery and Reinvestment Act of 2009
Mountain Projects Community Action Agency, a non-profit 501 (C)(3) organization, is committed to transparency in operating all agency programs funded with any source especially those signed into law by President Obama on February 17, 2009 know as The American Recovery and Reinvestment Act of 2009 (ARRA).
Mountain Projects Board of Directors has appointed a special committee to oversee and monitor the grants received by the organization under the American Recovery and Reinvestment Act. Committee members are Mark Swanger, Thurza McNair, Henry Foy, Veronica Nicholas, Danny Wingate and Heather Baker.
In relation to ARRA funds that may be received by the organization we will abide in the following while administering these contracts:
BUY AMERICAN
In the event that the agency receives any allocation for work on a “public building” or “public work” the agency will abide in the “Buy American” provision as required under the ARRA guidance.
DAVIS BACON
Davis Bacon, prevailing wage requirements will be followed when any funding in whole or in part with ARRA funds for construction, alteration, or repair projects. Mountain Projects Community Action Agency will abide when operating the ARRA Weathization Program.
REPORTING REQUIREMENTS
In addition to standard reports Mountain Projects Community Action Agency will complete quarterly reports as required in ARRA guidance, Section 1512. These reports will be open to public view upon request.
POSTING WITH ESC
All jobs that become available through ARRA resources will be posted with The Employment Security Commission in Haywood and Jackson Counties, the local service area of Mountain Projects Community Action Agency regardless of the physical location of the posted position. In addition, posting will note the American Recovery and Reinvestment Act of 2009.

BIDS AND PROPOSALS
All bids, proposals and solicitations that are anticipated to exceed $4,500 will be advertised in local papers including but not limited to The Mountaineer, The Smoky Mountain News and the Sylva Herald. In addition, solicitations will be placed on the Mountain Projects webpage.

Pursuant to Section 1.7 of the guidance memorandum issued by the United States Office of Management and Budget on April 3, 2009, recovery funds must be distributed in accordance with all anti-discrimination and equal opportunity statutes, regulations, and Executive Orders pertaining to the expenditures of funds.
OUT OF AREA TRAVEL
Agencies, contractors and subcontractors are specifically prohibited from using recovery funds for travel outside of the service area or county in which the project is located.
